Cloud 9 Cold Killer (price is outdated 6 months, current b/o's around 4.) + KaW Cold Killer (3 (based on unsold b/o)) + Stormy Storm Cold Killer (2.8) + Terror Watt Stalhelm (2.8 (based on month old b/o of 2.8) = 12,6 x .9 Overpay = 11.3. I'm bumping the upped end down to 11 as a conservative bump for all those new effects.
