Additional Proof/Counter-Proof/Constructive Criticism/Feedback is always appreciated.

Perhaps it's time to start reconsidering the exceptions to sale requirement that the hat must not be a summer 2013 effect. Not exactly new hats any more, and, more importantly, they aren't getting unboxed at the frequency they were before. Especially with halloween coming up, perhaps using a single sale as long as the other two criteria are met would be fine.
