Duped HOUWAR's are generally accepted to be ~9 in pure.

It's applied when it's a duped HOUWAR as is the case here.

See i have that upside down roboactive on my stout shako. Never paid no mind to it being worth more XD

if people are willing to throw a dumb amount of money at this it gives me hope for my Blizzardy Heer's. Cloud shows up in the chest for whatever reason and not just in the loadout screen, renders like that in game as well.

There are other hats with the glitched effect that don't sell for this high. Goes to show good advertising for a trade goes a long way. Doubt it will sell again for a while. When it does, it can be repriced.
