Conclusion: 17 still happens but it's quite easy to find one lower than current price. A drop is needed.

You forgot about keys

Many of your 16.5 sellers/solds are either young (at most 1 day) or quicksold.

And there are a lot of more sales at 16.5 keys than 17 keys.

As Polar said: "For example, if there are a 100 sales at 1.33 and 1 at 1.66, you wouldn't price it at 1.66 flat even if 1.33 sells in an hour. Similarly, if a buyer can go on the market at any point of time - today, tomorrow, in 2 days - and find at least a few sellers at 1.33, we should inform people that it's easy to buy at 1.33 regardless of how fast sales are happening at 1.33."

And with pretty strong 16.5 proofs, I don't think quick-buyers should be taken into consideration as they are not strong proofs for a drop :P
