I wasn't sure if this person was selling for 0.66 ref or what, and if he is I mean he only accounts for 20% of the selling market.

There are only 6 trades on outpost for this item, those three account for 50% of the market. All of the seller I have posted account for 66% of the market. Meaning that 66% are selling it for 1.33 ref.

P.S. I bought an external organ for 1.33 ref through my trade.

It doesn't matter how much sellers in the market are selling it for a certain price. If they all were trying to sell it for 5 ref, would this make this item 5 ref? No.

100% of the market trying to sell at 1.33 ref cannot sell after 1 week or more, meaning 1.33 ref is incorrect.

It's 2 weeks old and actively bumped (it is auto bumped).

The owner of the trade however is very very very inactive.

As you can see I asked if i could buy the organ from him and he has not responded. He never responded. I added him, and he never accepted. after a few days someone else added me and that's how i got my organ.

Well you need more than the seller's and you buying it from someone. Id like some more evidence but for now downvote.
