Conclusion
Serious cesspool. I know. It only has four sales, but this is the only proof I can find so far on an item that has 12 in existence. I know Professional Killstreaks and Painted items were used in the proof, but I went with the most conservative numbers I could find for the killstreaks and paints were sliced in half. Otherwise, the proof seems pretty okay.

From what I've been seeing, some people has been selling these Unusual Hats (no particular 3rd Gen effect) for pretty cheap.
Yeah, I picked up a bubbling one for 2 buds and some keys as a "Quicksale" because I thought it would be an expensive hat (It being limited, and also looks really good) but it seems I'm wrong, oh well.

for the first sale, overpay should be applied by x 0.9 (not 25% as you agreed)
I went by the 25% that was agreed between the owner and the seller. In normal circumstances, it would be 0.9, but it was agreed at 0.75. Please read the logs, because the owner even clarified it was 25% overpay. Not 10%.

You automatically assume 10%, if there is not a specific percentage stated. Otherwise, you go by the buyer's percentage.

There is one rule that only states the Unusual has to be lower than it's value, if it is offered up in an Unusual Trade.
Meaning, there is no certain percentage determining the factor at all and it seems 10% is the reasonable, automatic deduction.

that's when the unusual being suggested is offered on the other item being traded for (in which no overpay is applied) however, if the person is offering their items for the suggested unusual, then 10% overpay should be applied

No, its not allowed you have to go by bp.tf guidelines and rules not what the specific owner goes by.
You have to apply 0.9 here. It doesn't matter if the seller went with 0.2 or 0.1 or 0.30 or 0.75 The rule says you have to multiply overpay by using 0.9 and that is what it should be used.
Give me a link to where that specific rule is stated, because when I searched up guides, there wasn't a specific number given, but stated that "Unusuals have to be reduced because of the overpay." I can understand using 0.9 in situations of automatic situations, but I went by what the owner stated.

I'm going to let this one ride and see if the moderators accept it or not. If not, I'll counter-suggest with 10% overpay.

If we went by what owners go/went by then we would have a lot of difficulty pricing unusuals.

However, your sold is a complete outlier. Because without even considering killstreaks and paints, it's already 3 buds.
And all three items had a killstreak, which completely inflates the value of all three to about 3.5 to 4 buds.
