How does even serve as proof? Did you check backpack histories? Wat?
I'm not seeing this proof as valid for a price change, people are offered a few keys lower all the time, who's to say he didn't do that? Post before/after historical data of his hat, or find out how much they actually sold for. Downvote. Correct me if I'm wrong here. :|

The first link was my sold hat. I actually bought it for 10 keys and sold it in like 15 minutes for something like 10 keys and 4-7 ref I think.
1st Link: Seems to work. Although it doesn't seem like he held onto it for a while.
2nd Link: Mentions it's a quicksale, we can only assume that it might have been sold for a quicksale price, which I wouldn't believe would work for a suggestion.
EDIT: Second Trade was open for a few days. First Link had the trade open and closed the same day.
Then again, it is a rarely traded hat, due to it's status and all and I would assume that Link #1 would be sufficient enough to pass a suggestion for a hat such as this.
