High end is wrong, buds were 19 when the sale took place making that key sale ~1.3.
For the second sale it doesn't matter whether it was 1:1, what matters when factoring in overpay is whether or not the hat you're pricing was offered. If you can't tell who offered then apply overpay anyways and since that sale lacks the evidence of any kind of offer it actually works out to ~1.1.
Also worth mentioning this sale even if it is an outlier.

If an item is not priced, you're suppose to take 1:1 for it. Not apply overpay.
The outlier was completely left out, because the sweets were mentioned, but I could never find them.
Finding sweets is easiest if you sort by time on the best date you can get for the trade taking place.

All OFFERED hats and items should be taken at 90% of their original average price.
If unclear which hat was offered, DO calculate overpay.
If the suggestion is for an offered hat (where the person offering on another hat is technically expected to overpay), do not calculated overpay or reverse overpay. Take both hats at 100% of their original average value.

And even so, wouldn't really effect the range at all.
Actually now that you mention it where is the proof of 1 bud? Item history doesn't match on it at all dupe or not. I recommend resuggesting at 1.1-1.3.
You have to actually go into the previous owner's Aussie Black Box to find it.
For some odd reason, these backpacks has been pretty bad at it.
