Not if its a rare hat like halloween, robo, etc there can be exceptions
This is a 2014 Halloween effect, the exceptions apply to the 2013 effects.
The rule states halloween and robo and this is halloween with very good proof and pricing
the scores of pmalla and the voters are clear, you'll need more proof
I dont understand, its a halloween effect as its states for exceptions, in all fairness it is a halloween effect hat, why am I getting disliked for posting a more than fair price check

Any hat can be priced based on a single sale if ALL these criteria are met:
- There are no other recent sales in the last 3 months
- The effect is not a Halloween 2014 effect.
- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred.
If it's outdated, then why does it mention 2014 Halloween effects?
Exception 2: Rare Hats

2 sales are needed, if
1. value <20pure
2. no other recent sales in last 3 months
3. hat didn't went to a collector, someone who keep it for min. one month without reselling it

--> have to downvote
you need atleast 2 sales
As indicated, all suggestions for new hats require two sales to establish a range. We may revisit this in December. So if there are still no other sales by that time, you should be able to suggest at 5 flat again.
