Before anybody says needs more proof, go look at sellers on outpost its a rare item.

Weak proof. And you know this item is worth more than 4 ref. So I won't vote.

Did you not see the previous comment? If you look on Outpost, very limited trades for this hat, making it rare to get. Proof is fine.

What's your reason to why you think the hat is worth more than 4 ref?

There is not sellers below 4 ref. Or they just want to quick sell. On classifield are many +4 ref. And even on outpost there are some sellers +4ref. And you have good point: this hat is rare. And it's worth even more. Nonhunted version is worth about 1 key. Thats funny.
