Hi, this is one of the two suggestions that I will ever do.

The first 500$ was sent months ago as a installment so I would keep it on hold for him. Deposit of sorts. I can't that get screenie cause paypal doesnt let me go that far back. But I have the second installment of 1000$

$30 seems awfully optimistic for buds
bp.tf price of buds is ~34$.
1500 / 34 = 44 buds
the price of buds in cash on bp.tf is terribly inaccurate seeing as it is ref value*key value*bud value.
$30 is fair, You can get buds for even less if you buy keys ($1.85) and trade for buds. If you take buds at 15.5 keys (which is pretty easy to get atm) that comes to $28.68 per bud
The backpack.tf price is 34 which I believe is what we must go by.
No. As indicated in the suggestion guide, common market prices for items should be used in cash trades.

According to the buds price I find ~45 more accurate. Also, no proof of the "first 500$"

You don't exactly need proof of the first 500$, if the seller of the hat said he was paid 500$ in advance, most likely he was paid 500$ in advance. If a written statement directly from the seller didn't count, then this wouldn't have passed: http://backpack.tf/vote/id/54551ebcb88d88772b8b4659

Even if you guys disagree on bud prices, this new price is obviously more accurate than the current one.

It doesn't matter what they agree with, that's just another pointless opinion of themselves. I don't know if you saw what Polar had said above, which was 9 minutes after you said this, so you probably didn't but common cash market prices are to be used when dealing with cash trades.
