In order to price this based on one sale, you will need to wait for 1 month to see if this is resold or prove that the current owner is a collector and he will not sell it for the next 1 month.

Exception 2: Rare Hats

Any hat can be priced based on a single sale if ALL these criteria are met:

- There are no other recent sales in the last 3 months

- The effect is not a Halloween 2014 effect.

- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred.

Well, it is a 2013 effect here and it went to someone who keeps all his unusuals. I'll wait a week to see if another is unboxed. Otherwise, I think this is fine.

So during Halloween you can uncrate any Halloween effect unusual right? Not just new effects?
