It's not because of the level, it's because the level 1's are duped and therefore are worth less.

Level 100 items of this nature are specifically collected and valued higher.
You can just Put an uncraftable Hat and a tradable clean hat and craft them but you need luck tho :L

You can't craft using an UNCRAFTABLE HAT by definition.
