Your Links seem to go against what you are suggesting, there is nothing to say 3 ref anywhere. but because it is an increase from previous suggestions it is a yes. Perhaps suggest higher.

There's no market for 2 refined, but no proof for anything higher than 3 ref - this is more conservative than anything else. I just wanted to show the state of the market to justify 3 ref flat.
