Yeah, he really didn't. I honestly thought he did, until Lomcharton showed me what he had paid for it.

You did your math wrong here:

Sale #1: 19 x 0.9 = 17.1 - 5 = 12.1 buds

Instead of that, it should be:

(19 - 5) * 0.9 = 12.6

But he's overpaying for both hats?

So... would it be 5 x 0.9 = 4.1 then 19 - 4.1 = 14.9 ~15 buds?

Yes, but 5*0.9 is 4.5 buds, not 4.1. So it's 14.5 buds in total. A range of 11-14.5 buds might work? Though it's slightly large.
