6.4 is definitely too high, I successfully used a mini at 4.75 on it when pricing the tin-gallon (so, note you shouldn't be using that sale.)

And, where are you getting 5 on the Conn from? The one outdated at 5 is electrostatic.

It isn't pure, so you apply overpay. Like how you put overpay on duped maxes (well, level 1/7, same thing) but not clean ones.
