Just sold my Collector's Harmburg Chemistry set (crafted to 199 already) + 1 harmburg for a Cauldron Bubbles Ol' Snaggletooth.
Overpay calculation: 6.1 x 0.9 = 5.49 (rounded to 5.5)

Ah, collectors items are normally allowed to be priced with such little proof BECAUSE of the rarity, however, what did you pay for it? Considering it's sold since this, maybe a different range/price may be in order.
Also, the points Polar brought up are interesting, however, I think that's very specific cases only, with certain collectors being more anal about it.

First time since I started using backpack that I've blind upvoted a white belt. Proof can't be more accurate.
This is a really interesting situation. Michael and I had a discussion about this very situation before regarding his chem set for the pullover (or viewfinder can't remember which). He got an offer of a large amount in pure ONLY if he filled it to 199 and let the buyer craft it (as opposed to making it and selling it). Which raises the question on whether there is an extra value of the chem set as opposed to the actual item. I legitimately think that an actual collector's harmburg (which is what you are suggesting) might be worth less than the value of a chem set with 199. The collector market is a very niche one and history really matters.
That's definitely how I've found the collector's market to be - existing history on the item can be a price killer. Though if the collector wants it bad enough, history won't matter (like the incredible Collector's KE sale)
So it raises the question on whether we should allow suggestions on a collectors hat based on the chem set. If there really is a value difference, then probably not.
With the rarity of the sets, the prices reflected by backpack.tf are probably not going to be a larger factor in the sales of the finished product or even the 199/200 + 1 sales in the foreseeable future. Because of the incredibly small market of the sets and finished cosmetics at any given time, these prices are closer related to interesting look-backs on rarer items than actual price suggestions. These items are rarer and might stay 1:1 or 1:2 for a long time before another one manifests.
All-in-all I think Collector's Cosmetics should be categorized the the same way as Rare Unusual Hats.
I agree with you on that. Collectors often have special interests, and pick apart certain details that normal traders don't think about. One of these, as you mentioned, is the history. In this case, the fact that the harmburg would've been crafted by me was not a leading factor in me purchasing it; I would have purchased it premade. However, it is something that piqued my interest, and did contribute to my initial desire for this item.
The suggestion for the Collector's Back Scatter, which was close to being closed for lack of proof, had only one valid sale, which involved a 199/200 + 1 completed kit. While I appreciate the value differs greatly from a Collector's Cosmetic, it still reached around a bud or so, and was accepted. Just food for thought.
