Votes count a lot, but unfortunately a lot of people blind-vote or don't keep up to date on suggestions they've voted, so something the OP provided no proof, with time voters can gather some. Votes do matter whenever mods are undecided about whether accepting a suggestion or not if it has been open for a long time, but it still has zero priority over correct proof, meaning that if a suggestion has perfect proof and 5% votes on it's favour it's going to be accepted anyways, but if the proof isn't exactly accurate they'll think about something else.

I've seen polar do this several times with unusual suggestions.

And before you say "That's unusual suggestions, not normal ones" keep in mind that you were implying that they don't matter at ANY circumstance, which you're wrong. I'd gather links of polar making such statements but I'm too lazy and also I don't really want this suggestion to get to the 200 comments mark.
