He's been offered a TW Tungsten Toque + 1 key, which is 18 (outdated, b/os are at that much though) + 1, making it 19. I highly doubt that the Toque is lower than 15, so I'm gonna have to downvote, unless you're able to mini the Toque

It may be worth adding the 1 bud seller, and asking what he sold it for.
