There's two sellers on the market with B/Os of 1.7, I'm willing to bet it's pretty much within the range.
1.7 is not within the range of 1.3 - 1.4, even if you were to take the B/Os into account. Considering you are making a suggestion to lower the value of the item for .1, it is not logical to ignore .3 in difference (taking B/O as a price, again)
Firstly, 1.7 is pre-overpay, it would come to 1.5.
Second those are buyouts. The actual price would 99% likelihood be lower than that.
