You need at least 2 sales to price a 2014 Hallowween effect.
#1 sale
sold for 2 buds pure

after : http://backpack.tf/profiles/76561198102135669?time=1415260800
#2 sale
http://www.tf2outpost.com/trade/23453699
sold for $98.99 on the scm
89.99*0.85=76.5 76.5:33.60 ~so sold for 2.3 buds(not including fees)

So the 2nd sale, I don't believe that's useable to set the range according to this:
Part 4. Other important considerations
Cash Trades / Market Transactions
Do not use bp.tf USD values when converting cash trades to buds or keys. Use commonly traded values for buds and keys on the market by browsing sourceop and outpost. If you need help, please ask in the forums.
Avoid market transactions as proof. Feel free to include the sale in your suggestion (as a general reference), but do not rely on it to set your range. These transactions are not reliable because the selling and buying price is different due to the steam tax.

I'm certainly not the best when it comes to pricing unusuals, so maybe someone else can chime in with some feedback.
You can use one... til these are the only 2 valid sales.
Well that's the thing. The priceline general rules also further state this:
What does not count as evidence?
Evidence must not be cherry-picked. If an item is easily selling at a price outside of your suggested range at the current time, you should seriously reconsider if your suggestion is valid. Your suggestion might end up being closed if wiser users opposing your suggestion point out a list of active trades well out of the range you suggested.
"Quickbuy" trades and buyouts (B/O) do not count towards evidence. Quickbuyers do not look for a specific item in particular. Buyout prices are set by the seller and therefore do not reflect the actual price of the item.
The Steam Community Market is great for buying items convieniently. However, the 15% fee on each sale means that item prices on the SCM are almost always inflated to compensate. Therefore, please do not use SCM prices as evidence.
While yes, you have 2 sales, I'm not sure if it's allowed since there's 2 sets of rules stating you can't use it as proof of range which you are doing.
Staying Neutral till some insight comes in.
Thanks for pointing this out. Things have slowly changed over time. We are gradually seeing more and more sales based on SCM as long as the sales aren't identified as outliers compared to b/os or other sales.
To help out, I posted this update: http://forums.backpack.tf/index.php?/topic/6033-new-unusual-price-suggestion-guide-the-cheat-sheet/?p=271944#entry271944
Thanks for bringing this to my attention :D
Using the shown method, the value of the sale would be 2.3-2.7, or ~2.5.
Of course, I'm glad I can be of assistance!
