Seller
http://www.tf2outpost.com/trade/23742724 - 14 keys
Feel free to counter / support my proofs.
seller is now sold, for more than 14
Still in his backpack.
The b/o was set at 15 for the 2nd sale, and not sure why it's an outlier.
I'd make it 13-15
2-week unsold at 14. 13 - 14 is good to me.
May I counter, miss?
Sure, feel free to counter.
Well, it's sort of dicey. For me, I think 1 month is my unwritten rule. Just because a hat is unsold for 2 weeks at 14, doesn't mean it can't sell for 15 in a month. If after a month it was still unsold, then it's unreasonable to expect traders to wait that long to sell unusual. But it frequently takes a month to sell an unusual in pure for the high end of a range.
Seller at 14 keys:

Upgoat
i sold it for more than 14 fyi in the end
And you still have BO of 14 keys.
The 14 key seller just isn't bumping. A week unbumped now. It's hard to say whether this can't be sold for more than 13-14. Going with the other one.
