Iam not too experienced, but im pretty sure this hat will not go for what you expect it to go. 1. the effect is very unpopular and in my opinion quite ugly.

and 2. its a demoman hat, theese are not as popular too.

and 3. if for example circling peace sign goes for 1.9, this Cant go for 2.8. I know circling peace is still lower than searing, but searing is not 1 bud higher.

Note: this is only personal opinion, and a few facts. just giving out my reason for it not to go for 2.8!
