'The Steel Pipes are so great for Halloween...' Valve must have been short on ideas that year. The set all together is actually pretty cool thought.
These are EXTREMELY rare on the market at the moment, none on the Classifieds, and only two valid sellers on Outpost.
Seller at a scrap:

Unsold at 0.22:

Recent sales:
http://www.tf2outpost.com/trade/23856753 .22
http://www.tf2outpost.com/trade/23831846 .22
Both sellers from last suggestion have since sold, making them valid proof too, links credit to JustJ.
Despite a few sales at .22, the fact that .11 has been unsold for that long shows that a scrap should be part of the range too.
if they are extremely rare on the market how come your lowering down price
Rare =/= Expensive.
ok, they are Expensive and not many in the game, this should be a price rise up then.
Not necessarily, like Sugarcube said, rare doesn't mean expensive.
Alright, well thanks for clarifying that! Already getting down votes for just asking a question, i love these kids behind the computers xD
To be direct, you didn't ask a question, you were claiming that Rarity = Price .-.
