Generally when we say 'buyer' we mean bulk buyer for resell. He doesn't look like he's doing that.

I'd argue the 4 buyer wasn't particularly relevant based on the evidence further down.

Doesn't really matter if it's unbumped, or bumped. He's a buyer willing to pay 8 refined. No flaws of any kind there, other than that he has yet to buy one.
