Suggestion: Bill's Hat at 3.4–3.6 keys

Conclusion: No one is buying them unpainted above 3.6 keys, tons of unsold trades above 3.8 keys. Some sell at 3.4 and some sell at 3.6, so we have to make a range.

There is a lack of sellers/solds/buyers at 3.6-3.8. I really only need sellers/buyers/sold at 3.4-3.6 keys to make the suggestion, but I decided to show that the lower end at 3.8 keys doesn't get sold super fast therefore suggesting we need a new price.

Now that it has been about a day, they are still all unsold. So now they are a bit older and are better proof.

This is stupid, because you can just click "restore" on your bills hat and it gets rid of the paint

:/, you realize that paint has value right? Restoring it just means you delete the paint from the item and it goes back to it's original value. Plus sellers with paint are selling it at different rates, making the sales invalid.
