Level 0 items are glitched, and almost always sold much higher - I'm not sure you can use those. Have you tried looking somewhere other than outpost for more significant proof?
not glitched, but they are collectors items. And therefore people sell them for higher.
I'd argue they are glitched since level 0 isn't supposed to exist.
they aren't glitched. originally Valve set all weapons and hats to have a randomly generated level between 0 and 100. Later they restricted that to only hats and gave weapons set levels and removed level 0 (which is why all level 0 items are vintage)
