how is 8.9 an outlier?

Cloud 9 Deep Cover Operator was outdated for 5 months. Considering that it is a new hat (At least for me because I haven't trade for a while) and a 3rd generation effect, I would choose to keep it away from the range. 8.5 is close to 8.9 anyways, so I do not think it matters.

On the burning noble sale, 8.3-1.8=6.5, not 7.5. That would also mean the sales at 6.3 and 6.4 aren't really outliers anymore with that one so close to them.
