Finding second sale [with all priced hats + within 3 months + with all non outdated prices] is out of question so i believe this suggestion is valid enough for pricing.

sorry i dont understand..do u mean one should not sell or try to sell for suggested price to be valid? but by that time all other priced wil be outdated isnt it?
You have to wait until you sell it before you can price it.
Or alternatively close the trade and wait for the suggestion to accepted, then re-open it afterwards
