Would also like to state that the prices start on steam market at around $0.70, which = 4.375 ref

My opinion is that as we all know most festive stock weapons especially a multi class stock get atleast a key pricing and strange versions will be through the roof. So I think this is not a very good price at all. Also did you even look at other sales? Lots of near key sales. So there is my opinion.

Old festives yes, which there weren't as many of. This time everyone and their mother has one and the price for the shotty will probably settle somewhere around 5 ref and all the others at 3 ref ish. Stranges will be around 3 keys and 5 for the shotty I reckon.

Yes, although all the festive stock weapons are worth around a key at the moment, these are the current prices people want to sell them for. Backpack.tf does not control how much people want to sell items for. The evidence that is here, plus the prices on the classifieds show that this weapon may be 4-6 ref. It may change in the future, but for now, it is what it is.

Think it's a bit too low. People are selling it for 8.5 ref on warehouse. I may be wrong, though, as I'm not very experienced. It's also a stock.
