December 26 is too recent for a hat like his. It is likely that another sale will occur within the next month. Staying neutral.

I don't see the problem with updating a hat using the only legit recent sale available. Just because a sale might occur later on does not mean that you can't update it now. If another sale occurs before this gets accepted, I'll just resuggest. If that future sale happen in less than 2 months after this gets accepted, then anyone can update it if they wish, as long as the change is more than 5%.
It is not really an issue here. Sometimes, mods leave similar suggestions up for 1-2 weeks for the sole purpose of waiting for more sales to occur.
The problem is the accuracy of this suggestion. You are basing the price on 1 sale when there has been 5 recent sales. 2 of the recent sales, as pointed out in the other suggestion, were 11.7 and 12.5. You mentioned "Based on the last accepted suggestion, 12.5 seems rather low." But last accepted suggestion was 3 months ago, sales are 4-5 months old and are invalid. With what confidence interval can you say this hat is 16 buds flat?
Also, this suggestion does not meet the requirements of single-sale suggestions. Although I believe rules are flexible, this is not enough to convince me.
First of all, I think you should actually check out what are the recent sales:

- Traded for nothing. Most probably SCM

- Traded with Ooze Jefe + C9 Jefe for Morning Glory Jefe (obviously unusable)

- N/A
4) http://backpack.tf/item/1679852834 - only 1 recent sale, not 2

Based on this, the HOUWAR + 5 is the only legit sale available from all the Jefes, and the 12.5 buds and SCM sale is no longer valid. As polar mentioned in the suggestion guide: "New sales take precedence over older ones".
Also, to answer your second doubt, please re-read the rules. Single sale suggestion rule only applies to UNPRICED HATS. There is no such rules for hats which were already priced.
