In this situation though, doesn't he only need to prove that anything above 0 ref is an invalid price? In other words, isn't he just lowering the price to 0, not really setting the price? So a seller at 0 should be fine...

I have seen this same "seller" in a different suggestion to make an item be worth nothing, and it's not free, it's just a gift wrap scammer. You trade them the wrap and they run. Besides, getting those items are easy achievement items, not even close worth to a key for them. They just make you look like a noob, so idk why you would want them.
