Yes they do. But cooldown is only for .22 and lower from what i understand, anything above .33 voids the cooldown.

Pretty sure anything 0.33 and below voids the cooldown, any change bigger has a cooldown of 3 days.

It's actually the opposite; any change below .33 ref falls under the cooldown rule to try and prevent spam suggestions for every scrap difference. If the difference is above .33 ref, then the cooldown rule becomes void.

if you need unsolds at 17 ref then I suggest a quick glance through classified keys are now 14-15 ref and dropping.
