Yes, cooldown is only for changes of 0.33 ref or more. This is changing it by 0.66 ref, cooldown is in effect. There is not enough proof, look at past accepted key suggestions. Need unsolds at current range.

Then anything less than current range is a QS and no drop is needed right now. Key unsolds need to be ~1-2 days old.

Luckily I dont need solds for a price lowering, but I admit I couldve used more proof. Maybe I shouldve waited another hour or two to collect proof XD
