Blaze is 100% correct. In your Marauder suggestion, overpay should have been applied on the Bubble Pipe. I think phrasing it "Important Notes: Was Offered" is too ambiguous, because it doesn't clearly describe whether you are saying that the Pipe or the Marauder was offered, and it may have actually caused whichever mod reviewed that suggestion to miss some information.

Bottom line: if the hat you are making a suggestion for was offered on another hat, overpay calculation is not required. Conversely, if another hat was offered on the hat you are making a suggestion for, overpay calculation is required.
