You don't have any B/O's on the current price, the first one is selling with another item, although it's at 1.44 in the items he wants then that might not be his B/O.

Second one might be selling for 1.66, which doesn't exclude 1.33.

No idea what you're talking about. 1 week unsold wants bp.tf price which is in the middle of 1.33-1.66 and there's a seller for 1.44 for the flyboy + hair on dog, but it's unsold.

How do you know that when theres a range he wants 1.48? How do you know that the 1.44 is his B/O? It doesn't say anything about it, it could easily be a Sign of him wanting metal.

BP.TF = mid-price unless stated otherwise. (EX: Low-end, high end etc.)

If thats a rule then sure.

But it still doesn't say that 1.33 is impossible, the seller at 1 Ref doesn't seem to have listed the item before.

Very frequently bumped, and if it was truely a quicksell then it would have sold already. Buyers with haunteds will pick that stuff up immediately at the right price, and there's -0 interest in his item at his price.

But you haven't prooved that 1.33 doesn't sell.

1 Ref might not be a quicksell, but if it is possible to sell one for 1.33 with a little more wait, then it should be in the range shouldn't it?

Since there is none on outpost for 1.33, I assume thoose which were listed for 1.33 have been sold. I can't say it was for 1.33, but unless you proove me that 1.33 truly shouldn't be in the range, then I don't see why it shouldn't be included.

bp.tf uses mid-range everywhere: calculator (by default), the median for price suggestions (if you hover over the price), whether it's an up/down arrow indicating a price increase or decline. If there's a range, you have to assume to the mid if they don't state it, as that's what the site does itself.
