13 keys seems like a quicksell to me. Regardless of how shitty the hat is, 13 keys seems quite low for circling heart.
The Misty Skull version of this is being dropped from 2.8 to 1.8. So, don't be surprised.

The first pricing isn't correct.. I bought it from Mango. His quicksell-price (classified listing) was 16 keys. I paid 14 pure for it, not 13. I recieved an offer of 17 keys on it in a Cactus Canyon server, and someone offered 1 bud pure (16 keys) 2 days ago on my Outpost for it, but since i'm a heart collector I don't plan on selling it unless someone offers amazingly. I think putting it at 13 is really low for circling heart, like Pie said, but what do I know ¯\_(ツ)_/¯

Offers =/= solds, that's correct. But i'm not planning on selling it like I said, so naturally I declined. Feel free to look on my outpost for proof.
I'm just saying, if two people have offered more than your high-end price suggestion in the past two days, doesn't that make you think that Maybe your price suggestion is really low?
The first sale shows for 13 keys. If you did buy it for 14 keys, then please show proof. Backpack sometimes don't pick up all the keys necessary for the trade. Alongside, you haven't stated what offers you've received, and the only public offer was 1 bud. So, I'm smelling some form of manipulation.

Price suggestion for 15-16 keys. At the time on Classified the buds were more than 15 keys, 15 keys + some ref up to 17 keys (obviously the pages with 17 keys weren't selling, but the 15+ref up to 16 keys were)

Then your low-end is invalid. Your first price suggestion is false, anyway. I bought it (As a QUICKSELL, he put it up the day before on classifieds, with Quicksell in the description) for 14 keys. I even proved that wrong with a screenie. Yes, you say 14-15 is still in the range, but this was a Quicksale. Therefore renders this suggestion based on that proof invalid
Either way, you need more proof of sales.

Here, look into it more. A lot of sales over 15 keys.
I understand the current price of ~21 keys is too much for a circling heart dread knot, but 13-15 is far too low with these recent sales and offers.
Crash the Knots, save the Mongols.

I think would agree with bunnie on this one and look like most of those quicksold and lot people selling for lot higher then price stating and one guy did sell for 16keys and higher then price point but right now going stay neutral until see that you are right or bunnie is
Closing this suggestion in favor of http://backpack.tf/vote/id/54c1eb60b88d880a418b664d. But I'd like to keep that one up for a bit to see if it gets more offers. It sold in 1 day for 16 keys pure. Valuing it less than that may be an issue.
