Not sure here. A few months ago, this was selling around ~15-16 with duped at 13-15, but there have been some recent sales that were quite decent in value. Some duped sales going at 16-19.

And this clean sale - http://www.tf2outpost.com/trade/24174515 - is surely higher than 19 in value. 2 buds + pro shotgun + ghosts dragonborn + sulph anger + demonflame sam. Even taking the hats at 4 + 6 + 7, the sale value would be 20.

What range do you think might be fitting for this kabuto? There are sales at 16 for the clean ones, and yet 20 seems possible as well.

Actually, I don't think this can get more than 19. I've included 2 new sales below:

As for the sale that you posted above, I did a mini for all of the hats, and it turns out to be lesser than 20 buds:
