Buyers are notorious low ballers, so your low end is incorrect. You need sales at 0.66.

You also say this:

- This is showing that 1 ref is too low of a price and needs to be raised rather than lowered?

Not on OP at least. Check classifieds. It doesn't mean that 1 ref is correct. Check unsolds. It just means people are highballers. I might re-suggest at 0.77-1 ref because of buyers but this seems fine for now at least.

Buyers can't set prices for decreases.

You wouldn't be able to resuggest at 0.77-1 as there are no 0.77 sellers.

So, no sellers at 0.66?
