This is a craft item, and the chances of crafting it is 1 in 8. It costs 7 scrap to craft it, so it will cost me on average 6.16 ref (0.77*8) divide this by 2 and you get 3.08 (rounded at 3.11) so in order to balance the economy, it should be worth half of what it costs to "surefire" craft it (blueprint craft every possibility) so that half win, and half lose when they want to craft it.

you haven't accounted for demand for the item, and have no proof from any trades. downvote.
What justifies the current value is what people are buying for, and you need proof that people are buying for 3-3.11. Crafting is not the only way to obtain this item.
