I sold the headwarmer for Green Energy Party Phantom, Purple Energy Mullet, Circling Heart Mullet, and Stormy Storm Pom-Pommed Provocateur.

Why is a stormy raincatcher in all this? I don't even have that...

I was also the owner of both the mohawk and the headwarmer, I quicksold the mohawk for the headwarmer, and then quicksold the warmer.

Hm, well even though the Raincatcher wasn't in it and it was the Provocateur, it doesn't change the end result much. I would still say it's an outlier, due to thoose two Ooze Wraith Wrap offers.

The ooze wraith suggestion was closed. Perhaps taking it at 14-17 would be reasonable.. After overpay, that would be valued at 14 in pure, which would put the mohawk and this at ~14 (you shouldn't apply overpay multiple times. when you apply it once, you are getting the pure value of the hat. applying it again is like applying overpay on pure).

I would probably go with a range of ~10.5-14. That doesn't seem too wide.

But what about that "no overpay multiple times" rule? I've seen it before on suggestions, I've even pointed it out, yet they still get accepted, you seem to be the only moderator that enforce the rule?

It's a judgment call. If the suggestion is close enough, it would be fine. I would have accepted this if the difference was only 14 vs 14.5, but I think the 10.5ish sale should be included here.

I just remember last time you told me not to, it made a difference of 0.2 Buds, The hat was lower tier, yet I have still seen other suggestions in same tier doing it pass.

Well, I probably didn't close that suggestion if the difference was 0.2 buds. It was more of a suggestion to change it. If you refused to do it, it probably would have been accepted. But again, the issue here is separate. There is no justification for excluding the 10.5 sale.
