How did you determine the value of the bombing run?

I'm assuming gifted overpay. Shouldn't really be used for main proof.

Is there an overpay rule for gifted items, or is he just assuming?

Well, there's a guideline for it in the forums, but it's never really been specified as to where it's allowed - I've personally used it in minis once or twice and gotten away with it, but never main proof.

Oh, randy posted like a REALLY tiny mini in his suggestion for the bombing run. I think it was a 16 key classifieds seller, so I assume that's being used here? I'm confused.

It wouldn't be from the mini, because that would make the sale 14.5 keys. Hmm, dunno what was going through his mind when he decided that a gifted disco beat down bombing run was worth 13 keys.

TL;DR, most gifted hats see a reduction of value by ~20%. Looks like mike did 0.8 for overpay instead of 0.9, which shouldn't be needed because a mini is already provided.

I never really bothered to look through the comments, I guess that makes this ok.

I doubt the trade was even 1:1. http://www.tf2outpost.com/trade/24265297 - his b/o was 10. Range here probably should be 10-12, maybe even 9-12. Honestly, haven't checked if the hoodie was 1:1. Range is probably high here and certainly high in the other counter.
