Well the trade http://www.tf2outpost.com/trade/24880072. The seller was willing to sell the entire set for 6 buds which is inclusive of the strange festive sniper rifle ~1.6 buds(The hat would be ~4.4 buds after taking out the value of the sniper rifle) and it seems that the seller follows backpack.tf prices. I think we can safely assume that he was willing to take 4.5 buds pure and that would set the b/o cap at 4.5 buds here.
