you can't just assume, horrible mistake you're making in several suggestions, if you don't know who offered on who, overpay MUST be applied.

If a hat had a 10 view trade and was open for 5 minutes compared to a trade opened for 2 weeks + had 100 views, what hat would you be expected to be offered on the other?

Experience does. I've made the 'logical reasoning' argument in several suggestions, and Polar employs it when reviewing suggestions on a regular basis.

You are questioning my logic that if a hat was traded w/ sweets/pure,no overpay should be applied,but you are fine with the assumption that the hat was offered since there were less views. I'm not saying that's bad,but you either do both or none or else you seem like a hypocrite.

Firstly, the fact that my response just above has -3 sadly demonstrates how easily led the vast majority of the bp.tf population are.
Second, blanket rules are stupid, but they have their place. In that suggestion by that orange belt we were bickering on, he clearly doesn't have the depth of understanding necessary to make this sort of decision. That's when blanket rules apply. For experience users, they're more... blanket suggestions

Making the assumption based on logical factors is fine when being done by an experienced suggester. I would only apply the rule you're citing to those below purple belt.
Not saying this because I'm blue, saying it because it doesn't make sense. This is completely biased. People with many suggestions can have different logical thoughts than people with few suggestions. Logically you can't just say a hat was offered on another, if their isn't anything that shows it was offered, you shouldn't assume it was offered. But then again, you are right. Most likely if someone is more experienced with something than another, they have a higher possibility of being correct. I don't think placing a Belt rank on when you can let someone suggest logically is right at all, it's rather disrespectful.
I didn't mean to say people below that belt rank were incapable of making such a decision, I was just using it as when, on average, the experience kicks in for making that logical decision within a suggestion to be justifiable. Think of it like the age barrier on applying to be a moderator. Yes, the implication that only 18+ people can make sensible decisions may be insulting to people younger than that, but the barrier ensures that level of experience, and the 17 year-olds will eventually be applicable with diligence.
Yeah, I'm not saying the suggestion is wrong, nor is it completely correct. The only reason I'd agree with the suggestion is because personally, I've talked to Sugarcube over steam. Sugarcube has mentioned that if their is no outpost link, they usually don't apply overpay. This is the first time I've ever seen someone say something about it, but that's me personally. The thing I don't agree with is that there is an outpost link for the second sale, and it wasn't closed instantly after it was made.
With the second sale, that's a less black-and-white argument, but I'd still respect the judgement of an experienced suggester.
