Rounding it down to 11 keys
I'm not very sure, but wouldn't it be rounded up to 11.5 keys? Or is that not the case for unusuals?
You've got a point; 11 Keys and 7 Refined would be 11.46, if my calculator is correct, and that would round up to 11.5
If I were to round it to the nearest integer, it would be 11 keys

You seem to be rounding down from 11.46, which doesn't seem right. The closest integer after rounding up would be 11.5, which is already the current range.
With unusuals half keys are not used so he/she is correct in this situation, round to the nearest whole. Hope this helps your queries! :D

Half keys ARE used when the sales either agree on half-key values or there is only one sale. For example:
