Super outdated price.

2 Cloudy Fukas on Outpost, both "quickselling" for 8 buds, neither has sold yet - although one user is "getting buds soon" for one of them.

Not a bad job on first suggestion - far from most of new suggestors make as good a try as you.

However, this isn't quite right. You're right that if you find items being sold for less than backpack.tf price you can suggest it, but since this is an unusual you need sales to drop or raise a price.

Here is what I would do. http://www.tf2outpost.com/trade/24957297 - there are enough declined offers here on the anger at 6-7 that I would take the anger as ~8. After overpay, I would count the sale value as ~7.
