After double-checking the mini policy for gifted hats, I am reopening this suggestion with the same data from my last suggestion.

According to polar's empirical data on gifted hats, a set percentage can be taken off that correlates with his research, as seen here:

The last suggestion had the Gifted DBD Rifleman priced at half value, which isn't quite accurate. 60% value is a better amount (30% for Gifted, 10% for Overpay), and it dropped the price average of the second sale by .2 buds. But that's okay. The last suggestion had an astounding 92.3% acceptance rate when it was closed, so I expect this will be similar.
