Valuing black box at 23 keys following the price at that time. Not applying overpay, as I sold mine for CS:GO items worth more than 30 keys pure even though my b/o was 23 keys at that time: http://www.tf2outpost.com/trade/2516902

Not that it matters, even if I do apply overpay, it'll be 6.9 buds and I'd still round it up to 7 anyway.

Theres still 1 month untill it gets outdated, shouldn't you wait since you don't exceed a 5% change?

I can do a price refresh as along as the price is more than 2 months old.
