Using the 28 Key offer for the high end, as it's a pure offer(from a proclaimed collector). 2-2.3 should do.

I don't think you can set a range with just one sale... The offer was rejected, it might be controversial to count it.

Actually, with the offer being rejected, it gives this more of a purpose to have a range, as it would show that 2 flat would probably be too low. If it were a retracted/unusual offer it would be a whole different story however.
Did the trade take place? Nope.
Would it be an outlier if it did? Probably.
That gives you a single sale. Waiting for input from some other, more experienced users.
I'm not the most "experienced user" but Bromaniszu is correct. You cant have a range with 1 sale. I suggest you re-suggest. Sorry man:(
