He's the original owner, who sold it, it depends on the new owner, who as of right now, has no clear intent to sell it.
Still need to wait a month to be sure.

Could just ask the new owner if he's planning on reselling if you don't want to wait a month though.
I have a question here, what if the new owner says hes not going to resell, and then he tries to resell after the hat gets priced., what happens if he does that?
The hat stays priced. It's impossible to remove a price form a hat unless you legitimately update it.
If you could ask for prices to be removed, my Secret to Everybody Pencil Pusher sure as hell wouldn't be priced at 6 buds right now XD (That's the price from before Pencil Pushers became miscs)

I think it's less that backpack.tf is against changing innacurate prices and more that it would be a decent amount of work to code in getting rid of prices. Being able to suggest something to have no price would also probably bring in a lot more troll/bad suggestions than there already is.
It's not that hard to "get rid of" a price, but we only do it in extreme cases. It has only happened once in the last three years that I am aware of when a suggestion was accepted, establishing the price on a hat based on a trade to an alt. We found out about it a few days later, banned the user, and got the suggestion removed pretty easily. However, outdated hats won't get their prices removed. They are marked as outdated with the red triangle.
We trust our users to report things accurately. Sometimes people change their minds, and that's understandable. If that were to happen here, then we just wouldn't trust his word that he won't resell in the future. Very occasionally, we find out that a user intentionally lied. In those situations, they get banned.

Since it's on the market, you'll need to wait until the one month duration has elapsed. We allow suggestions establishing a price on an unpriced hat based on 1 sale as long as it went to a collector or hasn't resold in a month.
